Project of law suit to fight corruption

The EU Delegation in Togo financially sustained this project for a period of 36 months
Project objectives

The overall objective is to promote good economic governance and the fight against corruption through pilot legal actions in Togo.

The specific objectives are :

  • Strengthen the capacity of ANCE-TOGO, National Contact of Transparency International
  • Support awareness and capacity building for various stakeholders on best practices 
  • Support the anti-corruption law enforcement 
Target group (s)

General Finance Inspection (GFI), State General Inspection (IGE), Treasury General Inspection (IGT), Public Procurement  Regulations Authority,  the High authority against corruption (HAPLUCIA), penal justice, Anti-Corruption network (RAC-Togo).

Final beneficiaries

6.7 million Togolese citizens and several State institutions that are : the Togolese Revenue Authority (OTR), Initiative for Transparency in the Extractive Industries (ITIE-Togo), General State Revenue Office and Public Account Directorate (DGTCP), the Budget Directorate (DB), the Financial Auditing Directorate, the General Treasure Inspection (IGT), the National Public Procurement Authority (ARMP), Directorate (DNCMP), the Audit Court (CC), the High Authority against corruption (HAPLUCIA), Finance General Inspection (IGF), RAC-Togo.

The national contact is operational

Outcome n°2.1

Over 4 million citizens are informed about how bad corruption is.

Outcome n°2.2

50 stakeholders (State and Civil Society Organisations) know and implement the success stories related to the fight against corruption.

The anti-corruption partnership is strengthened

Outcome n°3.2

Legal procedures are respected and court decisions are adopted against financial criminals.

Main activities

Institutional support to ANCE-Togo (Support personnel, acquisition of management softwares and work equipment) ; Technical support from TI through several capacity building assignments for the benefit of ANCE staff members on both the models and tools ; capacity building for 50 stakeholders ; Partnership is reinforced with Higher Authority fighting corruption, Complaints formulation and legal analysis, joint actions with the Higher Authority and / or ANCE-Togo civil actions ; development of the dissemination of the legal guide ; legal and judiciary assistance through the drafting of legal technical data sheets on the court cases ; monitoring of the cases.
